Imagine if the land here were imagined to be as valuable to the urban system as the source freed by the Big Dig or other highway removal projects. Historian Mark I. Gelfand has noted: "No federal venture spent more funds in urban areas and returned fewer dividends to central cities than the national highway program." Then more dollars are spent to remove the highways.
